House Bill 31, a proposed amendment to the PA constitution, if passed, would, for the first time in Pennsylvania’s history, provide state constitutional protections for minority districts and representation.
House Bill 31 would protect racial minority representation even if the Federal Voting Rights Act provisions are overturned. The proposed amendment stipulates that Congressional and State Legislative Districts “…shall provide racial minorities an equal opportunity to participate in the political process and may not dilute or diminish their ability to elect candidates of choice whether alone or in coalition with others.”
