Proposed House Rules FDPA recommends

As of December 18, these are the current proposed rules that are under discussion. Legislators are in conversation and may propose other rules not listed here.

We will do our best to update these proposals as frequently as possible, please check the bottom of the page for links to updated details on draft amendments.

  1. Any bill co-sponsored by a majority of the members of the House must be reported from the committee – without amendment, unless the amendment is agreed to by the prime sponsor of the bill – within two session days from the date that the number of co-sponsors equals a majority of the members of the House. The bill must receive a final floor vote within five session days after being reported from committee.
  2. Upon a request signed by at least one member of the majority party and one member of the minority party any bill sponsored by at least 20 members of one party and 20 members of the other party must receive a vote in committee within 3 session days from the date of the request. The chair of the committee may extend the time period to an additional 3 session days for the purpose of conducting a public hearing or hearings on the bill. If approved by the committee and reported out of the committee it must receive a vote on second consideration within 5 session days and receive a subsequent vote on third consideration and final passage in accordance with Rule 24 unless the prime sponsor requests that the bill be tabled.
  3. Once a discharge resolution has attained the required number of signatures, it may be called up for a vote upon one day priors notice. If a discharge resolution is approved by the House then the bill must appear on the House calendar with the same printer’s number as when it was referred to the committee. Once a bill has been discharged from committee it may not be referred to any committee except the Appropriations Committee for the purpose of fulfilling the provisions of Rule 19 (a) governing Fiscal Notes. The Appropriations Committee must report the bill back to the House for Third Consideration within one session day of having received the bill. The bill must receive final consideration within 5 session days after being reported from the original committee that it had been referred to.
  4. Every member shall be permitted to designate one bill each session that they have introduced as subject to automatic consideration in the committee to which it has been referred. The bill so designated must be considered by the committee within five session days from the time of designation unless the Chair of the committee calls a public hearing on the bill in which case the bill must be considered by the committee within nine session days.
  5. Membership on committees shall be apportioned as nearly as possible as to reflect the percentage of the elected membership of the majority and minority parties of the House.
  6. Each committee shall elect from its membership a chairperson and vice chairperson to serve in the absence of the chairperson.
  7. Reference the language in Rule 15 prohibiting the House meeting beyond 11 PM, unless three-fourths of the members vote to allow it, into Rule 77 governing Suspending and Changing Rules.
  8. Amend Rule 23 (Second Consideration Bills) to include language that would require any bill that received second consideration but was then recommitted to a committee, to revert to second consideration on the calendar when reported from committee. The bill reported from the re-referred committee shall be subject to amendment in accordance with the provisions of Rule 21 (b). This rule change shall not apply to the Appropriations Committee in regard to Rule 19 (a) regarding Fiscal Notes.
  9. Amend into Rule 27 on Amendments the definition of germane from Mason’s Manual.
  10. Amend Rule 21(e) governing Consideration of Bills on concurrence to change the time. necessary to elapse to consider a bill on concurrence from six hours to twenty-four hours.
