Would the PA Secretary of State select members of the citizens commission?

The role of the PA Secretary of the State would simply be administrative, overseeing a random selection process to see who serves on the commission.

Overseeing elections and voter registration is an existing function of the PA Department of State, so it will administer the selection of commission members using a straightforward process:

The Department of State is already charged with numerous responsibilities having to do with our electoral process. As the head of that department, the Secretary of the Commonwealth – who is a Constitutional officer – has a constitutional duty to promote the integrity of the electoral process. Other states have chosen to assign some of the responsibility for selecting commissioners to other agencies or appointees and there may be various options in Pennsylvania as well.
